Unless you are on business in the suburbs or require a hotel by one of the main railway stations to catch a train, the vast majority of premium travelers, both leisure and business, tend to look for their hotel in a relatively small district of Paris.
Very loosely this area is around the Louvre, Opera and Madeleine in the heart of the city centre and out west from here along a narrow corridor along the Champs Elysees. On the Left Bank, the luxury hotels are focused around St Germain and La Sorbonne.

Most of the luxury hotels within this 'hot' zone are character hotels, very few are purpose built modern hotels.
As with most European city centres built with narrow streets for the horse and cart space is at a premium and new developments are curtailed by heritage concerns. Do not expect 'resort' hotels with grounds and outdoor pools.
